		<description>Hey - what's the deal with this site -- no primary postings since March 14 or whatever -- is the "Idaho Grassroots" really going to take its cue from Risch, who doesn't think a cyber-reality exists.  I can't even figure out how to register with the site so that I can offer opinions -- other than comments to other postings . . . can somebody point me to the link?</description>

In 1986, the US Supreme Court gave parties the right to invite independents to vote in their primaries.  It's up to each party as to whether independents may vote in its primaries:  the state has no say-so in the matter.

The Mississippi Democrats filed their suit against our state-mandated open primary in February 2006, and the federal district judge did not issue his injunction until June 2007.  Four different appeals have been filed with the 5th Circuit in New Orleans, and there has been no further news.  The three-judge panel has not been named, and the briefing schedule has not even been announced.  The chances are good that the district judge's August 2008 deadline will be moved back.

The Virginia Republicans filed their similar lawsuit in 2005, and the 4th Circuit in Richmond just issued its ruling earlier this month.  I believe that there will be an appeal(s) to the U. S. Supreme Court, but that remains to be seen.</description>

You're talking about listing all of the candidates on a single ballot for the first round of voting.  Louisiana is the only state that elects all of its STATE officials that way.  And Louisiana, which alone has elected its CONGRESSIONAL officials that way, is restoring party primaries for those elections, starting in 2008.
